I believe that is the flag of Colombia but I don't know the who, when, where, why - without cheating that is.

Not a bad guess but that's what I thought you/anyone who answered would say, that's what I meant by a "cryptic" clue, in fact the Colombian flag the yellow bit is much bigger (nearly half the flag); it's the first Venezuelan flag designed by (the who) Francisco de Miranda. He also came up with the name 'Colombia' and was a like a Simon Bolivar before Bolivar; in fact Simon Bolivar turned him over to the Spanish!...and he later died in imprisoned near Cadiz (the picture is him in La Carraca gaol in San Fernando, Cadiz) All you need to know HERE but I now realise it's all in Spanish so Wiki will do if you're interested.

P.S. San Fernando and Cadiz have their own special history and as I can't be bothered to wait I'll tell you that they were the only part (and it's a very small part!) of Spain that didn't surrender to Napoleon.

P.S. forgot the why today (yesterday) bit: in one of the few good moves by Hugo they changed Venezuela's Flag Day to August 3 which was when FdeM in 1806 landed back in Venezuela and raised his new flag for the first time.
